Project of upgrading low carbon refuse trucks and promoting sanitation worker care , 2020

This project carried out from January 1st, 2020 to December 10th, 2020. The implementation results of this project are as below: For assisting the EPA to solve the problem of the needs with safety device behind refuse truck for on-board labor, this project cooperated with the of Nantou County EPB to carry out the demonstration operation of safety collection to keep the opinions of all parties to review and revise the safety operation specifications of device behind refuse truck for on-board labor. This project also assists EPA continuously to promote the low-carbon collection by redeeming local government 89 electric compression refuse trucks and assist the EPA to review the progress of procurement for the local government by the information management system. Meanwhile, this project also regularly updated the information of types and quantities from the refuse trucks of local governments and various agencies through the common supply contract to reference all units. For compliance with EPA policy, this project completed the joint procurement procedures of diesel refuse trucks. This project also assisted to program the next phase of project which is “Advanced project of increasing refuse amount collected(draft)” to improve local governments maintain the normal replacement of refuse trucks. In order to evaluate of the efficiency of garbage truck transportation, this project collected the weighing information of garbage trucks entering Chiayi City and Chiayi County incineration plants in 2019, calculated the actual carrying capacity of the garbage trucks in the two cities and try to improve the efficiency of garbage truck transportation. This project hosted observation tour of electric refuse trucks for enabling local governments to understand the current development of electric garbage trucks in Taiwan and related safety inspection regulations. In addition, this project analyzed the efficiency of energy saving and carbon reduction for the electric refuse trucks, electric compression power refuse trucks and engine power refuse trucks in 8 cubic meters. Compared with engine power refuse trucks, electric compression refuse trucks reduce carbon emissions per metric ton of garbage by approximately 17.5%, and electric refuse trucks reduce carbon emissions per metric ton of garbage by approximately 38.3%. In the economic benefit analysis, this project also analyzed the purchase cost, operation cost and maintenance cost for the electric refuse trucks, electric compression power refuse trucks and engine power refuse trucks in 3.5 cubic meters based on 10 years of operating time. According to the analysis results, the cost per ton of waste collected by a 3.5 cubic meter electric garbage truck is about 3 or 4 times higher than that of an engine power refuse truck. The project also reviewed the operation results of electric compression refuse truck and other related works.
